David Wortman

David Wortman serves as the Deputy Director for the Office of Community Assistance where he manages the administration of Illinois’ Low Income Home Energy Assistance Program, Community Services Block Grant Program, and the Illinois Home Weatherization Assistance Program. He previously served for four years as the Deputy Director for the Office of Community Development where he oversaw the administration of the Community Development Block Grant program. Prior to joining the Department, David served for seven years as the Public Works Director for the City of Mattoon, Illinois and for five years as a project manager/project engineer for Patrick Engineering in Springfield, Illinois. He is a Returned Peace Corps Volunteer from the Dominican Republic where he worked on a rural water system. David earned an Engineering Degree from the University of Illinois at Urbana/Champaign and a Master of Public Affairs from the University of Texas at Austin.
