Women's Business Ownership Council

The Illinois Women’s Business Ownership Council advises the Governor and General Assembly by reviewing the status, needs, and remaining barriers for women-owned businesses across the state, using data and statewide input. Each year, the Council recommends initiatives, financing and procurement strategies, and multi‑year action plans to expand opportunities and strengthen support for women entrepreneurs in Illinois.

Advisory Duties

  • Advise the State on Policies Affecting Women-Owned Businesses
    Council members provide guidance to the Department of Commerce and Economic Opportunity (DCEO) and other state leaders on ways to improve the business climate for women entrepreneurs.
  • Identify Barriers Facing Women Business Owners
    Members help assess challenges related to access to capital, contracting, training, resources, regulation, and market opportunities.
  • Recommend Programs and Initiatives
    The Council suggests new or improved programs, services, and strategies that support the start-up, growth, and long-term sustainability of women-owned businesses in Illinois.
  • Promote Equity and Inclusion in Business Opportunities
    Members help ensure that state efforts reflect the ethnic, cultural, and geographic diversity of Illinois women in business.
  • Gather and Share Community Insights
    Council members bring the perspectives of women business owners and stakeholders from their regions and industries to the state level.
  • Review Existing State Resources and Provide Feedback
    The Council evaluates current state programs, grants, outreach efforts, and policies that affect women entrepreneurs, and offers recommendations to strengthen them.
  • Support Public-Private Collaboration
    Members encourage partnerships between state agencies, business organizations, financial institutions, and community groups to expand opportunities for women-owned businesses.
  • Help Shape Strategic Priorities for DCEO
    The Council advises DCEO on emerging needs, economic trends, and areas where targeted support can have the greatest impact.
  • Participate in Quarterly Meetings and Council Decisions
    Members attend meetings, contribute to discussions, participate in voting when needed, and help set internal procedures and priorities.
