Home Weatherization
The Illinois Home Weatherization Assistance Program (IHWAP) helps low income residents and households conserve fuel and reduce energy costs by making their homes and apartments more energy efficient. IHWAP also provides many health and safety upgrades ensuring safe and healthy homes. Energy conservation and health and safety measures provided through home weatherization can ensure citizens have access to more affordable energy services. Weatherization services that can be funded through IHWAP include:
- Air sealing
- Attic and wall insulation
- HVAC repair or replacement
- Water heater repair or replacement
- Electric base load reduction (lighting and refrigerator replacement)
- Ventilation and moisture control measures (and other health and safety measures)
- Maximum $20,000 per eligible client’s home for energy-related weatherization and repair work
- Maximum $4,000 for health and safety related measures
Eligibility depends on household income (income of everyone living in the unit). To be eligible to receive assistance, the household’s combined income must be at or below 200% of the federal poverty level.

- 200% level: For each household member over 12 add $11,000.
- 60% of State Median Income (State): For each additional member above 12 persons, add $2,307. This is per guidance provide from U.S. HHS information memo # LIHEAP-IM-2025-02.
There also is categorical eligibility for:
- LIHEAP clients (in last 12 months),
- a household which contains a member who has received cash assistance payments under Title IV or XVI of the Social Security Act at any time during the 12-month period preceding the determination of eligibility for weatherization assistance, or
- HUD means-tested programs (enrolled at time of weatherization application) including:
- Community Development Block Grants (CDBG)
- HOME Investment Partnerships Program (HOME)
- Lead Hazard Control & Health Homes Program
- HUD Multi-family Assisted Properties
- HUD Public Housing
- HUD Vouchers
- HUD-VASH Vouchers (VA Supportive Housing)
- Low-Income Housing Tax Credit.
- USDA means-tested programs (enrolled at time of weatherization application) including:
- Section 521 Rental Assistance
- Section 502 Direct Home Purchase Program
- Section 533 Housing Preservation Grant Program
- Section 504 Home Repair Program
