Eliminating the Digital Divide Fund
The Eliminating the Digital Divide Fund (EDDF) is a donation-based fund to sustain digital equity work in Illinois. Originating from the Eliminate the Digital Divide Law, passed in 2001, and updated in 2025, the EDDF can be used to support digital equity programming such as digital skills classes, providing free or low-cost devices, helping individuals enroll in low-cost internet plans, and more across the state of Illinois.

Resources for Providers
Use and adapt these resources to publicize your participation in the EDDF and submit quarterly donations to the State of Illinois via the Remittance Form.

- AT&T (Illinois Bell Telephone Company) – Landline customers can call or chat AT&T Customer Service and share that you live in Illinois and want to donate to the Digital Divide Fund
- Brightspeed – Call a Customer Care Representative at the telephone number found in “My Account” or the “Important News” sections of your bill, or include the amount of your donation with your payment along with a notation that the money is for bridging the digital divide
