Eliminating the Digital Divide Fund
The Eliminating the Digital Divide Fund (EDDF) is a donation-based fund to sustain digital equity work in Illinois. Originating from the Eliminate the Digital Divide Law, passed in 2001, and updated in 2025, the EDDF can be used to support digital equity programming such as digital skills classes, providing free or low-cost devices, helping individuals enroll in low-cost internet plans, and more across the state of Illinois.

Resources for Providers
Use and adapt these resources to publicize your participation in the EDDF and submit quarterly donations to the State of Illinois via the Remittance Form.
Participating Providers
- Alhambra Grantfork Telephone Company – Stop by the office or call at 618-488-2165 to get an opt-in form.
- AT&T (Illinois Bell Telephone Company) – Landline customers can call or chat AT&T Customer Service and share that you live in Illinois and want to donate to the Digital Divide Fund.
- Brightspeed – Call a Customer Care Representative at the telephone number found in “My Account” or the “Important News” sections of your bill, or include the amount of your donation with your payment along with a notation that the money is for bridging the digital divide.
- Consolidated Communications – Subscribers receive an annual bill insert with a form to add a monthly donation amount or information about making a one-time donation.
- Frontier Communications – landline customers can use the “Chat with Us” feature to specify that they live in Illinois, have a landline phone plan, and want to add a monthly donation to the Digital Divide Fund.
- Gridley Telephone Company – Call 309-747-2221 to get additional information and opt in to donate.
- La Harpe Telephone Company – Contact the company to add a donation amount to your monthly bill by calling 217-659-7721 or email desk@laharpetelephone.com.
- Leaf River Telephone – Sign up on the online bill pay portal or call the office at 815-738-2210 to opt in to donate. You can also use the support option on the portal.

- McDonough Telephone – Opt-in forms are mailed to customers once a year, call the office at 309-776-3211 to arrange a form to be mailed.
- Mid Century Telephone Cooperative – info coming soon
- Oneida Network Services and Oneida Telephone Exchange – Opt-in forms are mailed to customers in Q4, call the office at 309-483-3111 to arrange a form to be mailed.
- Reynolds Telephone Company – Stop by the office or call 309-372-4214 to get an opt-in form.
- Tonica Telephone Company - Fill out the form included in your monthly bill return to office. Call the office at 815-442-9901 or stop by the office to opt in to donate.
- Viola Home Telephone Company – Fill out the form included in your monthly bill, call 309-596-2222, or stop into the office to opt in to donate.
