SCAM ALERT: DCEO has been made aware of organizations receiving fraudulent “notice of award” letters claiming to be from the Illinois Department of Commerce and Economic Opportunity. These are not legitimate notices from DCEO. If your organization receives a notice, please report it to the Federal Trade Commission and/or the FBI’s Internet Crime Complaint Center.

On March 27th, 2020, Congress passed the Coronavirus Aid, Relief and Economic Security Act (CARES Act) to directly address the impacts of COVID-19. As part of the CARES Act, Congress appropriated $5 billion to the U.S. Department of Housing and Urban Development (HUD) for allocation to cities and states through the Community Development Block Grant (CDBG) program. The State of Illinois has been allocated $70,753,404 of these CARES Act CDBG-Coronavirus funds (CDBG-CV funds).  CDBG-CV funds must be utilized to prevent, prepare for, and respond to COVID-19.  The application period for CDBG-CV funds has ended.

Healthy Houses

Healthy Houses allows provides communities up to $2 million to assist landlords with improving HVAC systems in income qualified rental units.
Rural Shelter

Rural Shelter Construction is available for communities that do not receive their own direct allocation of CDBG funds from HUD.  Up to $2 million is available for acquisition, construction, reconstruction or rehabilitation of property dedicated to the provision of safe and stable housing.
Business Resiliency

The Business Resiliency program reimburses eligible businesses up to $20,000 for the durable permanent or semi-permanent equipment purchased or rented to prevent, prepare for, or respond to COVID-19. 
Urban Shelter Construction

The Urban Shelter Construction program will provide up to $2 million for construction, reconstruction, rehabilitation, or acquisition of property dedicated to the provision of stable, safe and adequate housing in urban areas.
